2nd Christmass premier league begins

ITANAGAR, Dec 5:  The  Chimpu Sports Club defeated Joy Seven FC 3-0 in the opening match of the  2nd Christmass Premier League played at I G Park main ground today.

Lokam  Aku, Takash Hari and Marpak Doni were the  scorers for the  winning team.

Participating in the opening ceremony, Arunachal Pradesh Bulding and Other Construction Workers Welfare Board chairman Jalley Sonam  advised  the players to maintain discipline throughout the tournament and keep up the spirit of sportmenship. He also asked E-Sector Indira Gandhi Park Youth Associaiton, the  organiser of the tournament to uphold the  responsibilities  of maintaining the decorum of the park alongwith the concerned authorities. Sonam also extended some financial help.

ANSU finance secretary Takam Tayam, who himself was a very promosing football player, urged upon the players to  keep their studies alonside the  sports. He asked the young players to choose the right path and excell in their respective field of activities. He also donated some amount as a token of appreciation to organiser.    

 

 

2nd Nyari Welly Football from Dec 7

ITANAGAR, Dec 05: The second Nyari Welly Memorial State Level Football Tournament for Girls will begin at Rajiv Gandhi Stadium, Naharlagun on December 7.

Arunachal Pradesh State Social Welfare Board (APSSWB) chairperson Nido Marina and former minister and state Mahila Congress president Yari Dulom will attend the opening ceremony of the tournament to encourage the girl football players, informed the organizing committee. The committee also appealed to all, especially senior women of the state to attend the opening ceremony to encourage and boost morale of the girl players.

Meanwhile, the organizing committee has informed that the state’s senior girl team for the national championship will be selected from the participating players in this tournament on the basis of their performance.

 

Devolve power to councillors: Association

ITANAGAR, Dec 5: Taking serious note of reckless parking system in twin capital cities of Itanagar and Naharlagun the All Arunachal Contractors Welfare Association (AACWA) has urged State govt. for immediate delegation of power to elected councillors so that they discharge their duties properly.

The  association in a release today said,  the councillors of  respected areas should be empowered to improve the parking system in market areas,  regulation of traffic in busy area of state hospital and G-Extension road and  for maintaining cleanliness in market areas. There is no change of scenario of capital complex even after establishment Itanagar Municipal Council, the  Association said and appealed to the councillors that they interfere in fixing of prices for essential commodities in markets as there is no fixed rate of items in Itanagar and Naharlagun.

 

Puja at Nafra

ITANAGAR, Dec 5: The 3rd annual Vajara Guru puja will be held at ‘SHAR PHAG CHOG LING’ (Eastern Most Holy Land) Monastary   at Nafra under West Kameng district from 6th to 9th December. It is being organised by Buddhist Culture Preservation Society (BCPS), Nafra. The 14th Thegtse Rinpoche of Khinmey Gonpa, Tawang will be part of Puja.

 

Regulate prices of PDS item: AEKSU

SEPPA, Dec 5: The East Kameng Deputy Commissioner, district food and  civil supply officer and All East Kameng  Fair Price Shop Welfare Association had assured the All East Kameng Students Union (AEKSU) to regulate the prices of every PDS item as per Govt rate from December quota. This assurance came after the executive  body including president of the AEKSU held a meeting with DC, DF&CSO and All East Kameng  Fair Price Shop Welfare Association at Seppa on Nov 26 regarding price hike and black marketing of PDS items of Seppa, according to a release issued by the Union.

Already a committee was formed by the DC and  DFCSO is to investigate the higher prices of PDS item, the  Union informed. The Union also threatened to take legal action  against FPS holders of East Kameng district  if they  are found selling the PDS item in higher rate while violating the rate fixed by the government.

 

Unions extend support to APPDSU demand

ITANAGAR, Dec 5: The All Sagalee Students Union and Doimukh Students Union have supported the demand put forwarded by All Papum Pare District Students Union (APPDSU) for cancellation of land allotment given to present ADM cum CEO of Itanagar. Alleging him of illegally encroaching important archaeological site like Itafort, the two unions while demanding immediate cancellation of allotment decided to join APPDSU in the democratic movement against land encroachment.

 

Appeal for power supply to Lumding BSNL tower

ITANAGAR, Dec 5: All Papu Valley Youths Welfare Association (APVYWA) urged the concerned authority of power department to immediately connect the power line from Patta Mini Hydel project line to the Lumding BSNL tower.

In a letter to the chief executive engineer, Power department, the Association claimed that the BSNL authority has already paid the fund to power Department for early connection of electrical line in BSNL tower, but  the power line is yet to be connected. Non-connectivity to power line to BSNL tower created  immense problems to local public, the Association said.

 

PPA reiterates demands, threatens stir

ITANAGAR, Dec 5: People’s Party of Arunachal has been demanding ‘White Papers’ on Hydro-Power, State’s fiscal position, law and order situation in the state and devaluation of powers to the Panchayat Raj for long. However, till now there is no response from the State Government and nor State’s financial position or law and order situation has improved, rather situation is deteriorating day by day. Looting,  and robbery became an order of day. This kind of non-response is not expected from the so-called ‘people first government’, said PPA secretary general Dr.  Ashan Riddi in a release today.

Their (Govt’s) non-response itself explains the quantum of their mismanagement and failures in all fronts, the party said adding  ultimately, the common people have to bear impact of their mismanagement and failure.  

The PPA reiterated its earlier demands and also demanded that the ruling Congress Government should issue ‘White Paper’ on Mines and Minerals and  immediate devaluation of powers to the Municipality Body to prove their sincerity and commitment towards the people and peoples development.

If the ruling government fails to fulfill the demands of the PPA within 2013, PPA shall start State wise democratic movement on expiry of this time period, the party said.

 

2 houses gutted

YINGKIONG, Dec  5: Two houses were gutted by fire at Gette village, 7 km away from here at around 1 am today. The fire broke out from a small traditional house adjacent to a semi SPT building of Tetem Jijong of the village working as junior Teacher at Yingkiong. The cause of accident might be due to carelessness of old woman staying lonely in the said small house from where the misfortune fire sparked off.

The DIPRO and John Modi CO rushed to the spot. The  Deputy Commissioner L. Borang instructed Modi and his team of assessment committee members to conduct assessment of the properties lost immediately at the spot on the same day. The District Magistrate accorded sanction of Rs. 3000 only to each of the two family victims of the fire mishap as an immediate relief from the District Administration.  DIPRO

Podi-Barbi festival celebrated with traditional gaiety

ITANAGAR, Dec 5: Amidst huge gathering, the Podi-Barbi festival was celebrated with the traditional fervor and gaiety today here at Solung-Mopin Ground by the Adi community residing in and around capital complex.

During the day long celebration, Ponung and Modern Adi dances were performed by various Ponung groups.

While addressing the festival as chief guest, Arunachal Pradesh Building and Other Construction Workers’ Welfare Board chairman Jalley Sonam exhorted the people to celebrate festivals with open hearted so that unity prevails among all and bring bumper harvesting.

“Nowadays, many of our people use to celebrate such festivals only for show off. We need to rectify it by celebrating with open hearted and discipline so that the mother nature bless us with abundant production in crops and make peace prevail among us”, he said.

While highlighting that most of the festivals in Arunachal are agriculture related festival, he felt strong resentment over less practices of agriculture and other allied sectors by the people of the state. “Most of our festivals are agricultural based festival. But, we have to depend our daily needs such as agriculture and horticulture produces from neighboring states because our people involved less in those sectors”, he reasoned. Sonam also called for filling gap between rich and poor to maintain unity in the society without any discrimination. “These days, in many places, it is seen that discrimination has been witnessed in recent past. The rich people do not go to events organized by poor people and the poor people also do the same. We need to stay away from such kinds of evil acts so that everyone work together for the betterment of the society”, he lamented.

In his speech, former chief minister Gegong Apang called upon the Adi community to celebrate the Podi-Barbi festival unitedly to promote unity among all and preserve the aged old traditional costumes bestowed by our grandparents. “Don’t lose the traditional antiques and costumes presented by our forefathers. We need to preserve and expose it for the sect of our identity”, Apang advised.

While expressing festival greeting to the people, Adi Bane Kebang (ABK) president Kangir Jamoh encouraged all to celebrate such festival in a common platform to add more glamour and make it big. Stating that many tribal culture including festival are in deteriorating condition because of modernization, Society for Festivals of Adi president Asham Borang highlighted about the prevailing festivals of the Adi community and assured to organize workshop, research and documentation on it in coming days.

ABK chief adviser Bani Danggen and senior citizen Bilatee Pertin also strongly expressed need to celebrate the festival in a greater way so that other people also know about the importance of Podi-Barbi festival celebration.

Itanagar Podi-Barbi Celebration Committee-2013 (PBCC-2013) president Tashap Kochung and general secretary Tagong Taloh also highlighted the importance of the festival and assured to celebrate the festival in grand manner in coming days. “This is the occasion where we have to showcase our traditional costumes and to preserve, protect and promote the rich cultural mosaic of language, literature and traditions", they said.

PBCC-2013 chief editor Aling Pinggam read out the mythology of the festival Earlier, Sonam also released the souvenir of the festival named ‘Chirmi Molo’.

During the festival senior Adi members including MLA Alo Líbang, Tokong Pertin,Annong Perme, Tagong Ketan, ex-minister Tanyong Tatak and others also attended. Originally, the Podi Barbi has been celebrated by the Adi community of Mechukha sub-division but this year the festival witnessed uniqueness as it was celebrated by the Adis as a whole for the very first time.

 

 

 

CM announces Rs 1 cr for construction of a rostrum

Monigong, Dec 5: Podi Barbi, the most important festival of the Ramos and Bokars, became all the more significant this year for the people of Monigong sub-division in West Siang district. Monigong is a less travelled destination when it comes to travelling by road. This doesn’t mean that it has a regular air service!

It must be one of the few administrative centres in the state without connectivity – not even cellular. The road in official books is for namesake. You need the heart of a superman to drive on it or through it – a normal human employee posted there avoids it, while the locals prefer to trek.

Chief Minister Nabam Tuki, however, fulfilled his personal promise to return to Monigong one day this Podi-Barbi. Last time he visited this remote administrative headquarter – not very far from the Chinese border – was during his tenure as Minister in the Cabinet. His second visit, as expected, was received with very high expectations by the people of Monigong and adjoining areas. This according to statistics is his maiden visit as the Chief Minister.

And he didn’t disappoint.

Responding to a volley of memorandums the Chief Minister asserted that he would certainly consider the demand for a separate district for Mechuka-Monigong sub-divisions owing to the regions backwardness and its distance from the present district headquarters – Aalo – of West Siang district. He, however, appealed the people not to give a timeframe for its realization.

“This is a long official procedure that needs to be looked into from several perspectives besides the technical feasibilities,” he said.

In a lighter note he added, “Please don’t ask fulfilment of your demands before the next Assembly elections or parliamentary elections due in 2014. Send back your present MP and MLA to the Parliament and the Assembly respectively and let them fulfil your demands. I am with you.”

To a demand for a circuit house in Monigong, he assured to place funds next year to the tune of Rs 1 crore initially. Despite being an EAC headquarter, Monigong as a very old Inspection Bunglow with only two rooms.

The Chief Minister also announced Rs 1 crore for construction of a rostrum at the general ground, where the all major and official festivals are celebrated.

Lok Sabha MP Takam Sanjoy also assured that he would take up with the concerned power developer executing the Tato Hydro Power Project the concerns of the local residents pertaining to compensation packages. He, however, called upon the people not to hamper execution of the project as hydro-power is the only way to self-sufficiency of the state.

On the demand for installation of BSNL connectivity in the area, he informed that he has already had the first round of talks with BSNL authorities in this regard. He promised that, going back to Delhi, he would pursue the matter.

Wishing all on Podi-Barbi, Sanjoy stressed on preservation of cultural identity in the face of modernity and advent of alien lifestyle. He expressed happiness that interior and rural areas of Arunachal Pradesh were still rich sources of culture and tradition.

Civil Supply Minister Kamlung Mossang, who also accompanied the CM, assured that after the implementation of the National Food Security Act, there would not be any shortage of ration even in remote areas like Monigong. In case of emergency, he assured these will be sorted out on urgent basis.

Local Legislator Passang Dorjee Sona and Development Commssioner Ramesh Negi and Civil Supply Vigilance & Monitoring Committee Chairman Toko Anil also accompanied the CM.

 

 

 

Miscreants loot Rs.28 lakh from Rural Bank

ITANAGAR, Dec 5: In yet another broad daylight robbery, armed miscreants looted Rs 28 lakh from Arunachal Pradesh Rural Bank, Ganga branch today.

A group of three miscreants armed with small firearms and lethal weapons entered the bank branch located at busy area near Ramakrishna Mission Hospital here around 9.45 am and looted the amount at gun point, Inspector General of Police (IGP, admin) Arvind Deep said.

According to Sub-divisional police officer, Capital Complex, J Basar, two youths entered the bank at around 9.45 am soon after the branch opened while another stood guard outside.

When the cashier opened the cash chest, they looted the amount at gun point, Basar said.

Meanwhile, police launched massive manhunt after constituting a team, the IGP informed. He was hopeful of cracking the case very soon as police have gathered several ‘clues.’

Earlier, in November 2012, armed miscreants looted Rs.4.5 lakh from the same bank branch.

On December 1, 2012, the Axis Bank, Itanagar branch was looted of Rs 18 lakhs by the bank's private security personnel when they went to deposit cash at the ATM. Later Rs 11 lakh was recovered, police said.

In 2011, miscreants looted an amount of Rs 22 lakh from the Axis Bank ATM at Naharlagun when the security agency was depositing the cash.

While expressing serious concern over rising incidence of bank robbery in capital complex, All Arunachal Pradesh Youth Organization has demanded immediate arrest of all the culprits involved in the robbery.

Claiming breakdown in law and order in capital complex, the Organization has demanded the higher authority concerned to deploy/provide adequate security personnel in all bank branches.

The Peoples Party of Arunachal (PPA) City unit also expressed concern over repeated looting of Banks in state Capital. The repeated looting of the same Arunachal Rural Bank at Itanagar proves beyond doubt that the law enforcing authorities have succumbed to the failing lawlessness in the State, the party said.

 

 

Rise collectively to take on the challenge of illicit drugs’

ITANAGAR, Dec 5: Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma called upon the society as a whole to rise collectively to take on the challenge of illicit drugs. Emphasizing on regular and intensive awareness campaign in the region by the civil society, NGOs, grass root and political leaders on drug abuse, Governor urged upon the community and tribe leaders to take up the subject at community level.

Inaugurating a three-day conference on, ‘Illicit Drugs in the North East searching for the truth and solution’ organized by Institute for Narcotics Studies and Analysis, New Delhi funded by Government of India at Don Bosco Institute, Kharguli, Guwahati today, Governor appealed to all to acknowledge the fact that, there is a problem of illicit drugs in the north east. Once we accept the problem and its gravity, looking for solutions is easier, he said.

Quoting Noble laureate and Bharat Ratna Nelson Mandela, who said that ‘Education is the most powerful weapon, which you can use to change the world’, Governor called for further strengthening the education system and create awareness about drug abuses. Drug education should be included as a core component of the health curriculum in schools. Setting up of support groups for parents to teach them how best to educate their children about the ill effects of substance abuse will ensure that younger generations are free from this menace, he added.

Referring the case of some villages in Tirap District of Arunachal Pradesh, where the farmers have abandoned the practice of opium cultivation and successfully cultivating large cardamom in lieu of opium cultivation, Governor said that the preventive aspect of opium life cycle is not complete, unless the opium cultivating farmers, who are willing to abandon this practice of opium cultivation, are provided with some alternative cash crops like large cardamom cultivation, Horticulture crops etc. He emphasized that such initiatives need to be encouraged to be sustained. Governor suggested for coordinate and synchronized effort of concerned agencies, including Central Bureau of Narcotics and Police in eradication process, while understanding the life cycle, geo-climatic, socioeconomic realities of the region.

Governor strongly recommended for a single agency with representatives of Narcotic Control Bureau, Ministries and departments of Rural Development, Agriculture, Social Justice & Welfare and Health which should device a comprehensive policy for dealing with this problem of opium/illicit drugs in Northeast region.

Governor said that while the preventive action is undertaken by CBN and Police, the rehabilitation and counseling services are a major lacuna in NE region. Therefore, there is strong case for establishment of rehabilitation-cum-counseling sessions for drug addiction to be established in NE region. It is a priority area and Central & State Governments will do well to focus on it, allot adequate funds for such facilities and also effectively monitor running of such centers and programmes.

Governor said that although historically, subcontinent India has been a traditional consumer of opium and various cannabis derivatives but today the large scale availability of synthetic and medicinal drugs and their abuse have added new dimensions it. Drug abuse is a complex phenomenon, which has various social, cultural, biological, geographical, historical, economic and psychological aspects. It has led to increase in the crime rate. With most drug users being in the productive age group of 18-35 years, the loss in terms of human potential is incalculable.

Governor pointed that the nexus between drug traffickers, organized criminal networks and terrorists has created a force powerful enough to cause instability in the country. India is wedged between the world’s two largest areas of illicit opium production, the Golden Crescent and the Golden Triangle. This proximity has traditionally been viewed as a source of vulnerability, since it has made India both a destination and a transit route for opiates produced in these regions. Citing rampant use of drugs, high numbers of HIV and AIDS cases, ethnic conflicts, poverty and unemployment which have made the North East region a region of concern, he said,  drugs trafficking, being a trans-border criminal activity, gives new dimensions to the problem. Hence, such disturbing phenomenon in frontier states will create dangerous situation in terms of national security as well, he added.

Research publications evoke huge response in 33rd IITF

ITANAGAR, Dec 5: As part of Arunachal Pavilion in 33rd Indian International Trade Fair (IITF), the Directorate of Research partook in the fortnight-long IITF at Pragati Maidan, New Delhi that concluded on November 27 last with putting up a book exhibition stall, getting a good response.

The Directorate sent a two-member team comprising Debotang Yupang, ARO in-charge and Hage Tai to put the Research publications on view.

During the IITF, a good number of visitors visited Arunachal Pradesh pavilion and the 'Research publication' stall wherein as many as 173 volumes were displayed.

The in-charge of 'Research' stall, Yupang informed that as many as 300 books were sold with the publication on Tawang Monastery, Myths of NEFA and Archaeological Heritage of AP getting high in demand. While talking to this daily, Dr Tage Tada, Director of Research said, "Arunachal Pradesh is overlooked by the regional and national media due to lack of proper exposure and information on the people. With participating in such fair and book fairs we intend to disseminate information on land, people, culture and heritage through documented publications to greater masses in global perspective."

 

 

Battle 2014: The Countdown Begins

A small write-up terming Arunachal Pradesh, headed by its chief political executive, Nabam Tuki as a ‘failed state’, has generated huge public debate. The article in question received hundreds of likes in Facebook with almost equal numbers of comments, mostly in support of Kiren Rijiju, who crafted the piece. It assumes political connotation almost instantly.

Inspite of strong rebuttal by the political secretary to the chief minister, Kiren had his way by achieving his intended publicity. My reading as an analyst is that Kiren’s article was intentional. His target is not basically against the state government, but he probably had in mind youths of the state, who are not happy with the present dispensation.  

Stapled visa issue has contributed immensely to the dress rehearsal for the ‘battle of ballot’ 2014. It began with a view expressed by MP Takam Sanjoy against the practice of stapled visa being issued by the Peoples Republic of China. Sanjoy said and I quote, “... whichever visa is used for other states in the country, the same visas should be used for Arunachal Pradesh, as we are a part of India. No need for India to accept stapled visas.”

Kiren Rijiju, who was defeated by Sanjoy by a small margin of little more than 1000 votes in 2009 elections, joins the debate and his position was Sanjoy’s polar-opposite. Kiren’s position, if I could read properly, is: why should the people of Arunachal Pradesh suffer because of diplomatic or political misunderstanding between India and China?

As I am given to understand, both the leaders did make politically incorrect statements, which seem contrary to foreign policy objectives of two of the national political parties- Congress and BJP. Kiren seems to be espousing a cause of the Congress, whereas Sanjoy is in tune with the BJP’s hard-line attitude towards Chinese policies.

These positions and counter positions would make even a layman to understand and perceive that the western parliamentary constituency assumes more significance politically or otherwise. The 2009 election was no different.  

The eastern parliamentary constituency, in all likelihood, will see a repeat of the last parliamentary election in terms of its contestants. It is also likely that more ‘political colours’ are likely to be added in the run upto the 2014 election. Already fingers have been pointed at one of the contestants for hobnobbing with the Naga ultras with an aim to gain political mileage. It has, however, been rebutted strongly terming such allegations as a handiwork of his political adversaries within his own party (as told to me by one of my journalist friends).  As Nirendra Dev of The Statesman writes, “Today the ‘Naga factor’ is a much influential force” in the state, we expect that such non-political forces would not only influence the electoral result but also determine the political future of many political leaders. It is speculated that Sotai Kri, who himself has declared himself as a BJP contestant in the social media, is being propped because of intra-party rivalries. When asked about the possibility of Kiren Rijiju’s re-joining the party (BJP), Tapir Gao remarked in the Facebook: “BJP is not a pan shop, where anybody can come and go”.

Ninong Ering may have an edge over his opponents because of two politically significant reasons. Firstly, being an MP of the ruling party both in New Delhi and Itanagar, and secondly, as a minister in the federal government. However, his party’s MSDP scheme may invite more criticisms and questions than intended ‘development’ of the minority communities. It is seen more as a divisive instrument which might induce indigenous believers to embrace religious faith other than their own.

There can be no second thought on Kiren Rijiju’s victory if one goes by the discussions in social media. But, unfortunately, politics is not just about perception.  He may still be hailed as the true representative of otherwise neglected frontier state; many have not forgotten his act of changing political colour. “Would Kiren have left Congress”, an activist questioned, “Had Dorjee Khandu been alive today”? I found it to be extremely bizarre with his explanation that he did not join the Congress party formally. If I were Kiren Rijiju, I would have sought sincere apology from the people of Arunachal Pradesh with a promise not to repeat the same in future.

A good news for Kiren Rijiju is that his potential principal opponent, Takam Sanjoy, receives extremely poor (mostly negative) responses from the Facebook/Twitter users. Very often my six-year old boy mistakes Takam Sanjoy for Nabam Tuki, the chief minister. My son cannot be faulted as both of them are together almost in all social and political functions in the state. Sanjoy’s ‘busy schedule’ within the state generates strong resentments particularly amongst the youths. People of the state expect him to be active inside the parliament, as a true representative, like his predecessor.

Students Union Movement of Arunachal (SUMA) has, on more than one occasion, questioned the rationality of his ‘appointment’ as the chairman of Joint High Power Committee pertaining to issue of PRC to non-APSTs. Different angles have been attached to his eagerness to pursue the cause of non-indigenous people in the state.

Rejuvenated PPA may put up candidates either to make its presence felt politically or to disturb the winning chances of some of the potential winners.  Likes of Gumjum Haider, Gabriel D. Wangsu, Naksang Tsering and S. Ngemu are doing the rounds in the streets of Bombdila or Vijoynagar.  Allegation has been labeled against atleast one of the possible candidates for having been ‘planted’ by the ruling party to contain the rising popularity of Kiren Rijiju.

Most likely 2014 parliamentary elections may see triangular contest in terms of political parties. However, some more names, not directly connected to political parties, are propping up here and there. “I am in”, said Taku Taba, who unsuccessfully contested 2009 elections. Jalley Sonam, a labour leader is said to be looking for an appropriate avenue to enter the fray as one of the candidates.

An established tradition has been that pro-incumbency factor comes to play decisive role in both parliamentary and assembly elections. As such, ruling party candidates always have edge over their opponents because of their accessibility to state’s machineries. BJP candidates may rise over the popularity of Narendra Modi but this time they lacked ready-made issue which will provide instant fuel in the process of electioneering. In the last election opposition candidates took full advantage of CoSAAP–Government standoff over the issue of implementation of 6th pay commission.

While it is not possible to accurately locate the nature and extent of the contests, we should not be surprised to see more names coming up in the days to come.  Tough fight is expected in the western parliamentary constituency with winning percentage very close to 2009 elections. Political leadership in New Delhi, anticipating such close fights, may announce names totally different from popular perception. Arunachalee directors/producers take part in Film Producers’ lab at Goa

ITANAGAR, Dec 5: On  the sideline of the 44th International Film Festival 2013, the first ever Film Producers’ Lab was organized in Goa from Nov 20 to 24 by National Film Development, India. The main objective of this Producers’ Lab is to provide latest information of technology development for film making in the World to participants. As much as 26 participants from various parts of India and abroad including  four participants from Arunachal Pradesh  namely, Taro Chatung, T.G. Tara, Tsangpa Norbu and Subu Gambo - all are film producer and director- took part in it.

It was a five days workshop with approximately 23 exclusive sessions wherein as much 25 resource persons from India and abroad had delivered lectures supplemented by power point presentations on film production and marketing strategies both in National and International level.

Prominent personalities like Marten Rabarts, New Zealand and Bianca Taal, Programmer and Cinemart Selection Committee, International Film Festival, Rotterdum had delivered lectures in 2nd session of the day one on International Co-Productions ranging from art house to blockbusters films. The most memorable moment was the session the Arunachalee director/producers had with Thierry Fremaux, Director Cannes Film Festival who shared his experiences and elaborated important  content. Most of the speakers were from abroad. Each one has projected their presentations with different unique ways. Resource persons from Bollywood had demonstrated actual ways of film making  and marketing strategies in India and abroad. Some of them had apparently elaborated the existing transition period of analog to digitalization of films in the World and how to equip with it. The GM, NFDC also had presented a presentation on resources and performances of NFDC in last session of the last day.

This five days Producers’ Lab had supervised by Marten Rabarts, Senior Consultant, Training & Development of NFDC, Shivani Saran, in house Supervising Producer of NFDC and Vindhya Malik an official of NFDC. It was wrapped up with feed back from each participants.

 

 

Roing Kendriya Vidyalaya  celebrates Annual Day

ROING, Dec 5: Attending the Annual Day Function of the Kendriya Vidyalaya, Roing as the chief guest, Deputy Commissioner, Shiv Kumar, has lauded the academic performance of the school which was 100% in previous CBSE Exam. Sharing his personal attachment with Kendriya Vidyalaya, he said that he has close affinity with the school as he once served as a teacher in Kendriya Vidyala before qualifying the Indian Administrative Service. He said the Kendriya Vidyalayas are one of the based organized schools in the country and it has the capacity to produce quality students which can compete in any examinations. He was pleased to inform that the long felt need of the land for setting up school infrastructure was solved and finally land has been allotted to the school. He further expressed hope that the necessary fund would be provided by the Central Govt. in the next financial year for infrastructure development of the school. He also hoped that the school would bring more good results in years to come too.

Sandeep Kr Singh, IAS, Assistant Commissioner who is also a product of Kendriya Vidyalaya attending the function as an special invitee said that there is no substitute for hard workrs. He appealed both teachers and students to work hard and make sincere efforts to maintain the good reputation of the school.  

Principal of the school, Avijit Panda highlighting the Annual Report said that he was glad and fortunate enough to celebrate this year’s Annual Day Function amidst the presence of two IAS Officers who had closed affinity with the school.  He informed that the school has achieved 100% passed percentage in all classes including Class x CBSE Board exam during the session 2012-13. He also highlighted various achievements of the student of the schools in both National and Regional Level Literary Competition and in Games & Sports Events.

On the occasion, school children presented multi-colour cultural programme like Chattisgarh Folk Dance, Bengali Dance, Bihu Dance, Punjabi, Garba, Idu, Adi, Nepali, Classical Dances and Skit Show etc showcasing diverse cultures of the nation. Exhibition cum demonstration on consumer products held

PASIGHAT, Dec 5: The Department of Legal Metrology & CA, East Siang District conducted a day-long exhibition cum demonstration on various consumer products in the auditorium of Govt. H. S. School, Sille on December 4 last.

Attending the inaugural function as the chief guest, Aying Perme, Circle Officer Sille-Oyan suggested people of the area to take benefit from the exhibition so as to protect themselves from the unscrupulous traders and to become a responsible consumer.

Citing example of an incident on which he witnessed personally, he said that a boy got his motorcycle refueled at a pump but the bike could not be restarted again after filling petrol. Later it was learnt that petrol was adulterated, he added and suggested people to remain alert whenever buying day to day requirements.

While appreciating department of legal metrology and CA for conducting the campaign, he requested departmental officers for organizing similar campaign in neighbouring places in near future.

T. Doruk, Principal, Govt. H. S. School, Sille while attending the function as the special invitee suggested people particularly student community to derive maximum benefit from the exhibition cum demonstration on consumer products.

He also desired that the students after learning from this exhibition disseminate the knowledge to their parents, friend and neighbour so that everybody starts making right choice in selection of consumable products. He also cautioned people not to get deceived from today onward while dealing any commercial transaction.

Earlier, K. P. Tago, Assistant Controller, department of Legal Metrology  and  Consumer affairs, East Siang District has briefed on the objectives of the campaign. Expressing dissatisfaction on the level of people’s awareness as the consumer in Arunachal Pradesh, he said that though the Consumer Protection Act, 1986 was implemented in the State in 1987 only 53 cases of consumer grievances are registered in East Siang district Consumer Court (District Forum) which is very low as compared to other State.

He suggested people to learn tips from the exhibition and use the knowledge practically while shopping daily requirements.

The function in the beginning started with an opening song composed on ‘Jago Grahak Jago’ by B. K. Pandit, Music teacher, Govt. H. S. School, Sille.

Liyak Society demands earlyconstruction of Bameng to Lada road

ITANAGAR, Dec 5: The Liyak Society has urged the state Govt to take immediate steps for early construction of road from Bameng to Lada under East Kameng district. The proposal for construction of this important road has been kept pending since many years thereby depriving the local inhabitants from their basic necessities, the Society said.

In a memorandum submitted to the Chief Secretary and PWD Western Zone Chief Engineer and other dignitaries on December 4, the Liyak Society headed by its chairman Dobing Liyak Sonam demanded that the long awaited project for construction of Road from Bameng to Lada shall be immediately initiated by floating tenders with 15 days from the day of submission of memorandum. Otherwise, Society threatened to adopt democratic means in favour of its demands.

Expressing dismay over underdevelopment prevailing in the   Bameng and Lada circle of East Kameng, the Society said the  circles are still deprived of all kind of minimum modern amenities.  The ration items in Lada circle are still air dropped and thus the local inhabitants have to rely on the weather condition for rations. Saying that the Central Govt has been pumping in huge fund to state Govt for rural road connectivity, the Society wonders why steps are not taken for construction of road from Bameng to Lada till date.

The Society further claimed that  state Govt had sanctioned the  Bameng to Lada road project under the Pradhan Mantri Gram Sadak Yojna (PMGSY) under phase – X during this financial year and accordingly the tenders were to be invited. However, due to some anonymous complaint or objection by some non-existent resident of Seppa the entire dream road project has been stalled.

“If there was a need of inquiry or comments whatsoever that should have been done with utmost priority considering the long awaited dream of having road connectivity from Bameng to Lada. But it seems that the top bosses of the State are only communicating each other while grossly ignoring the apathy of the local inhabitants of Bameng and Lada,” the memorandum said. On the pretext of inquiry or anything the construction of Bameng to Lada road under PMGSY phase-X should not be delayed any further, the Society emphatically said.

Claiming that “till date much time has elapsed in the pretext of enquiry and the complainant did not turn up to authenticate his whatsoever complaint”, the  Society State  Govt should immediately initiate the tender process for the construction of Road from Bameng to Lada irrespective of any complaint or inquiry.

 

 

Seppa Police raids computer shop, seizes laptop

SEPPA, Dec 5: With rise in cyber crime and use of computer gadgets for the purpose, Seppa Police today raided a computer shop of one Lobsang Tamang alias Chemsey, 27, at type-IV colony, Seppa and seized one Laptop and a hard disk.

Basing on a complaint the accused loads explicit adult movies on request of customers at prescribed rates on their mobile especially to school going children of minor age. The accused also scans the election ID cards / birth certificates of valid persons and the original numbers of the cards is erased by using a photo shop application and morphs the photo of dubious person.

After receiving of complaint Dy. SP Bomto Kamdak along with Officer In-charge Inspector O. Gao conducted raid in the morning hours yesterday and seized one laptop and hard disk from the accused shop and booked the accused under appropriate IPC & IT Act. Case is under investigation to retrieve sufficient evidence   from the seized computers. Apang Tamut, Superintendent of Police, Seppa added “With children exposed to inappropriate graphics, their mind set degrades and eventually there is undesirable behavioral changes. As a result they tend to see person of the opposite sex as an object.”

He appealed to general public and parents in particular to keep close watch on their children and arrange time to time counseling to help them deal with their adolescent phase.  DIPRO

 

 

APP to participate in All India Police Boxing C'ship

ITANAGAR, Dec 05: Arunachal Pradesh Police (APP) will participate in the 62nd All India Police Boxing Championship to be held in Ranchi, Jharkhand from December 9 to 13.

The six-member boxing team, including an official, will be leaving here for Jharkhand tomorrow.

Boxing apart, the championship will have four other disciplines — wrestling, judo, weightlifting and gymnastics.

Meanwhile, IGP (admin) Arvind Deep has wished good luck to the participating team and hoped the pugilists will bring laurel to the state police by winning medal in the championship.

Arunachal Olympic Association (AOA) joint secretary L. Marik also extended best wishes to the team.

The team: Dari Laknia, Millo Khokhung, Millo Tari, Yomrin Kongkang, Lobsang Tashi. Sijen Thakho is the manager and coach of the team.

Big round of applause for West Siang and Lower Dibang Valley district administration

The ailing education system of state needs revamping for the sake of young students. The govt run schools and colleges are struggling due to lack of proper infrastructure and insufficient teaching staff. Especially the schools of interior area are facing multiple problems which are threatening the future of student. Often it is complained that district administration fails to address the concern of government school and totally ignore their plight. Many schools are running without basic amenities thereby hampering the academic part of students.

However, the two recent reports coming in from West Siang and Lower Dibang Valley, where district administration took up strong initiative to make government schools function properly is encouraging to hear. The West Siang DDSE Tomi Doke accompanied by BEOs Komli Lollen and Eraxon Tajom recently visited four administrative circle of Basar, Tirbin, Liromoba Yomcha to get first-hand knowledge of functioning of all the Primary, Upper Primary and Higher Secondary Schools in far-flung areas. The team found that some local teachers who have been posted to interior areas like Ligo, Bopu, Doko Putu, Daba Gamlin etc were found to be living at district headquarters instead of being at posting place. This trend has led to withdrawal of students and subsequent admission in private schools due to dereliction of duties among the teachers. Meanwhile yesterday Lower Dibang Valley Deputy Commissioner Shiv Kumar made a surprise inspection of the Govt Secondary School, Koronu. He was dismayed to find the classes empty at 12 noon except for one Class. He warned the teachers to complete the VIIth period as per the class routine of the school and to run the school full day, if not he cautioned to initiate disciplinary action against them. The West Siang and Lower Dibang Valley district administration deserves round of applause for their concern towards long forgotten govt schools.

Young mind should be educated about rich tribal culture and tradition

Dear Editor,

It is a most regular & sweet suggestion of Politicians, Senior Citizens, Bureaucrats,  society Elders, Think-Tanks and all likeminded people that we should preserve our age old tradition and culture for prosperous future and personal identity with saying “Loss of Culture loss of Identity”. Exactly our Arunachal’s 2nd & 3rd generation children are hesitate to follow our inheritated immortal cultures & traditions. In many cases they even go against it even though parents still adhere to own indigenous practice in purest forms. There might be lot of reason for it.  One of the reasons would be the govt holiday lists which are followed by all kind of establishment in the state especially in govt as well private schools and colleges where these young 21st generation are currently studying. Even children of class  one whose age is merely 5 - 7yrs know about Durga Puja, Janmasthami, Id, Bihu, Onam etc because on all these days majority of institution remain close and these modern fashion children enjoy beautiful holidays. . When we are talking of indigenous Arunachalee, those alien festivals and practice are not very much relevant. It is also mockery that indigenous Arunachalee employees working in any establishment have to take Restricted Holiday to enjoy, practice and follow indigenous festivals/ celebrations in our own state. So, I would like to acknowledge one and all, mainly IFCSAP and other Community based Indigenous Organizations to seek holidays like Durga Puja, Janmasthami, Id, Bihu, Onam, Christmass etc in our own soil from state govt. Besides Independence Day, Republic days, Gandhi Jayanti and Children’s’ Day which are national in character, all districts should have 4-5 days of holiday against the festivals of each inhabitant tribes.

Also wearing of traditional dress twice a week (instead of regular uniform) should be made compulsory in all govt as well as private schools and colleges throughout the state.  Further during our traditional festival celebration programmes for children related to traditions must be included.

Lastly I am sure that these kind of steps will surely act as lubricant for preservation of Arunachal’s indigenous culture and religion. Also I want to clarify that I am not against any religion or festival. My suggestion is only one of the ways to preserve our age old Arunachalee tradition and culture.

Dynamic of NH 52(A) is changing

Dear Editor,

Interestingly these days NH 52(A) is no more a highway serving cars but ironically it has become a stage for Chakka jams and bandh calls. Our very own over patriotic and self righteous brothers are the one who is changing dynamic of NH 52 (A). Thank you for another bandh call few days ago though not effective, we were already starting to miss the last one.  I must say your indecisiveness and immaturity is finally starting to pay off. We are now set on a course for complete standstill.

In your fight for justice and in your attempt to make use of your constitutional right of expression has it ever come across to your mind that the very irony of your action has many implications? On the one hand you want us to believe that you are fighting for the rights of the people, but on a broader view the immediate effect of your irrational call for justice are abusing the very fundamental rights of thousands of hardworking people who are unable to earn their daily share of bread every time you declare bandh. It seems like bandh calling is the hottest solution in the market these days and can often get your pocket filled. Dear brothers, let us atleast have a working government before we even decide to topple it, shall we? No grudges Tuki sir but you never cease to amaze me every time you manage to be present for every foundation stone laying ceremony and that too without a miss. It must be a real pain squeezing out time for such ceremonies from your daily office hours. You have my empathy. I personally can never think of such a tight schedule. And even more notable is the recent feat you pulled off weeks preceding his Excellency President of India’s visit to capital. New roads, street lights, bravo I must say. And contrary to my critical view of the bandh callers I must admit they are doing an awesome job, keeping the heavy traffic away from the capital roads thereby not letting it get damaged.  No grudges, after all who I am to judge anyone.

We had never trespassed

Dear Editor,

This in response to the letter by T. Jasmine published in the reader’s forum column of your daily alleging APPDSU for criminal trespass and forceful entrance with Director Research Officer and also alleging union for working in the interest of some individuals which is totally false and baseless. In this regards APPDSU would like to clarify that earlier we had adopted a resolution during our executive meeting to take up land encroachment issue done by any individuals in an around Ita-fort, Ganga Lake, IG park etc to protect and preserve the ancient monument, tourist spot so that tourist from deferent parts of country as well as from the world may visit and enjoy the scenic beauty. In the meantime, a news was published in the local daily on 2nd Dec 2013 which revealed that present ADM cum CEO has encroached the ancient monument area (Ita- Fort Southern Gate) by carrying out massive earth excavation work, which surprised us and then we rushed to the concerned department i.e Directorate of Research office on the same day and enquired about the fact of news item published in the local dailies. We met Asstt Director Research (presently in-charge of Ita-fort)  and asked him to write a requisition letter  to any one of his sub-ordinate officer to make physical verification of the site but he himself was ready to visit the site along with his two other official staff to Itafort southern gate site to know the real fact.  So, we visited along with them and found some differences between the boundary of original map of Ita-Fort Southern Gate and Cadastral Map of Capital Complex-Itanagar. Therefore we decided to visit the other side of the boundary which is occupied by incumbent ADM cum CEO and we reached his occupied area. Before entering we took prior permission from the security guard present and had even asked him is there any procedure to entry through register? But security guards replied to us that there is no need of any register entry and sent one of his colleagues to inform the madam (referring to T. Jasmin) and we waited there at gate for more than five minutes. After that we entered into the occupied area along with his security guard towards the boundary side and visited the area and within a minute T Jasmine arrived and enquired about our visit. The research officer and our team informed her about our purpose of visit and we simply left the spot.  And we never tried to enter into her house nor use any slang or derogatory words to her or about her family. So my dear news reader, here can you find any action of criminal intention or trespass done by us? And regarding harassment if they think they are right in their part then who can harass them? In- spite of giving cooperation to us in finding  Govt. Land Encroachers, ADM cum CEO have lodged FIR against our General Secretary which is not justified because being  ADM cum CEO his duty is to safeguard the interest of common public  and protect the Govt. Land. Lodging FIR against our union General Secretary just for making mere site verification with Govt. Officers shows that he is afraid that union will reveal the land encroachment done by him.

And for your kind information I was never denied bail by Talo Potom ADM cum CEO/JMFC regarding bail petition of the brother of Techi Hitlar rather he was the one who granted bail. So question of denying bail dose not arise and why should I get annoyed after getting bail.

Further, yesterday we had also visited the two other site of the Itafort gate i.e Eastern and western gate and as per the map collected from the Research officer. There is no any encroachment done by any individuals but some of the govt. structure, i.e. water tank of PHED  department was established. And definitely we will also enquire about the establishment of said govt structure.

I would like to suggest everyone not to try to mix our issue with the personal clash between Shri Techi Hitlar and Shri Talo Potom.  Because APPDSU has got nothing to do with both of them. We are on our own way and I hope everyone will understand from now onwards.  Lastly the union seek cooperation on this issue from every individual and organizations.

Teachers transferred for betterment of students

Dear Editor,

Through your esteemed daily, I would like to put forward a few words in reply to the accusation made in the reader’s forum column published in today’s edition of your daily by one Yukar That regarding political transfer of some teachers by the Deputy Director of School of Education, Ziro.

In this connection, I would like to mention that I am the elected representative of the Kamporijo Block-1 for two consecutive terms with thumping majority based on my good works and hence as guardian of the block I wanted to improve the functioning of the schools in my area. I had submitted a written complaint against those teachers to the DDSE as they were found to be absent for a long time from their respective schools. I had personally requested him to transfer out those teachers and replace them with good teachers who would be punctual in the schools.

I would like to request the SPD, SSA Rajya Mission, Itanagar, to depute a fact-finding committee from Itanagar to verify the situation. I have utmost faith in the higher authorities that they will act reasonably and not be mislead by any tom, dick and harry coming to their office with written complaint’s. I shall be very happy to extend any type of co-operation from my side in any noble cause for the people of my block.

The members of 9th Chayang Tajo Constituency Anti Corruption Forum (ACF) would like to lay down following points in your esteemed daily for kind attention of concern authorities. It is learnt that an open tender has been floated on internet online (www.pmgsvtendersarn.gov.in) for 5 (five) package of development activities under 9th Chayang Tajo assembly constituency. However, we have come to know that undue delay is taking place due to political interferences. Therefore we urge the concern authority to conduct the same tenders in free & fair manner without political interference. If not we shall carry our own course of action through democratic norms.

It is also pertinent to mention herein that the working season of the state of Arunachal Pradesh is from September to April but the said tenders are being delayed due to Political interference. As such, the concerned authority is pleaded to assent approval to the merit contractor to carry out the said tender works at the earliest.

Change recruitment policy

Dear Editor,

Through the column of your esteemed daily I would like to draw the attention of education department towards the recruitment policy of science teacher. It has been observed that the recruit policy for aforesaid post is 50:50 i.e 50% for APST and 50% for non APST where as in other case there is 80:20. Now a day’s hundreds of APST students with science background are roaming in search of job, but education department do not bother to change the recruitment policy.

So I on behalf of all those unemployed science students would like to request the education department to change the recruitment policy for greater interest of APST youth
